Chapter 4 - Frank's Old Army Buddy

Rex had served overseas during the years when Rose’s late husband, Frank Carter, worked as a civilian contractor supporting a military working-dog program.

Frank had never been Rex’s original military handler. Trained military personnel handled Rex during service, an important distinction Frank always insisted people understood correctly.

After Rex was medically cleared for retirement, Frank helped arrange his adoption. Rose affectionately began calling the German Shepherd her husband’s old Army buddy.

Over time, Rex became an ordinary family dog. He slept beside the garage door, begged for Thanksgiving turkey, and moved increasingly slowly as his hips aged.

That afternoon reminded everyone that some training remained beneath the gray muzzle. Yet Jessica refused to turn Rex’s intervention into a story about an invincible dog.

Gary could have seriously injured someone. Jessica understood afterward that kicking him had escalated a confrontation before she knew whether he carried a weapon.

Police discovered Gary was not employed by Rose’s bank. His embroidered logo, identification card, vehicle sign, and professional story were carefully manufactured deceptions.

Investigators searched his vehicle and found prepaid phones alongside documents containing names and financial information belonging to older adults across several surrounding counties.

Rose was not Gary’s first target. Authorities eventually connected him and two associates to multiple schemes designed specifically around frightening retirees into urgent payments.

Some victims had been instructed to purchase gift cards. Others were pressured into wire transfers or told relatives had been arrested and urgently needed bail money.

Gary’s methods changed, but the psychological tools remained similar: personal information, manufactured emergencies, demands for secrecy, and pressure preventing victims from independently checking his claims.

Rose recovered her eighteen thousand dollars, but recovering her confidence proved harder. For weeks afterward, she repeatedly told Jessica, “I should have known.”

Jessica initially comforted her gently. Eventually, she realized allowing Rose to blame herself repeatedly was helping Gary’s deception survive even after he was gone.
